| چکیده | ||
| This study aimed to diagnose the dysfunctions of the electoral assemblies of the Football Federation of the Islamic Republic of Iran and to propose practical improvement strategies. A qualitative thematic analysis (Braun & Clarke, 2006) was conducted, drawing on semi-structured interviews with 15 key stakeholders—Assembly and Board members, club managers, players, coaches and referees, and legal, media, and veteran experts—selected through purposive maximum-variation sampling until saturation (n = 12), supplemented by three confirmatory interviews with underrepresented subgroups, and on qualitative documentary analysis of the federation's statutes, Assembly minutes, audited financial statements, and FIFA/AFC directives. Coding was collaborative, with inter-coder agreement verified (Cohen's κ = 0.86) using MAXQDA 2022. Analysis yielded 22 codes, 8 sub-themes, and 5 main themes: a crisis of transparency and information asymmetry; deficiencies in selective justice and institutional independence; a crisis of stakeholder representation and participation; the dominance of a lobbying culture; and the absence of institutionalized evaluation and accountability. Participants narrated these dysfunctions as a self-reinforcing cycle in which opacity legitimizes discretionary vetting, which enables lobbying to override institutional participation. Crucially, the findings indicate a structural design defect rather than an implementation gap: vague qualification criteria and an exclusionary Assembly composition concentrate discretion at the points of candidate entry and stakeholder voice. Remedying the cycle therefore requires statutory revision, alongside a weighted voting system, a transparency platform, an independent oversight tribunal, a conflict-of-interest code, and mandatory periodic reporting, implemented simultaneously across all five links. | ||
